[Garlen Canton] says we mustn't be hasty in this panic and undo the progress of generations simply for the sake of some children.

Garlen Canton was the likely heir to the office of Tunneler. He was said to have the support of the council of the Seventh District, despite his overly-cautious ideology.

Biography

Ember Rising

Garlen was discussed by Heather Longtreader, Edward Weaver, Stretch, and Harmony in the tunnels of the Seventh District, a day prior to Victory Day.

In light of Morbin Blackhawk's plan to slaughter every youngling under his regime, Garlen spread the word amongst the citizens of the Seventh District, "urging calm and a commitment to the long-term strategy" (that being the escape from Akolan through the subterranean rivers of the Seventh District). Hearing this, Heather and company agreed that Garlen was "no leader" and must be stopped, despite the favour shown toward him by the council.

Though it is unclear what occurred between that conversation and the Tunneler's death, Garlen was not given the office. Instead, Whittle Longtreader became The Tunneler in time to protect the younglings of Akolan.
